In Nederland is het soms al erg lastig om nieuw beleid door te voeren, zoals extra geld voor de zorg en het onderwijs. Er is beperkt budget en het grote web van regelgeving maakt het niet makkelijk om grote veranderingen door te voeren.
Beeld je nu in dat je ook nog te maken hebt met politieke instabiliteit, armoede, oorlog, hoge inflatie, ongelijkheid, hoge werkeloosheid en ook nog de pandemie. Vele landen in de MENA-regio (Midden-Oosten en Noord-Afrika) hebben regelmatig met 1 of meer van deze omstandigheden te maken. Belemmerende factoren die ervoor zorgen dat verschillende instanties en doelgroepen elkaar niet vinden, het geld niet op de juiste bestemming komt of dat er simpelweg geen geld of werk is.
The Hague Academy for Local Governance (vanaf nu genoemd The Hague Academy) is een internationale school die ambtenaren uit de MENA-regio ondersteunt om de modernisering van lokaal bestuur, sociale zaken en werkgelegenheid in hun thuisland te leiden en te inspireren.
Weten hoe je omgaat met deze belemmerende factoren verbeterd de omgang en samenwerking met de lokale overheid en zorgen voor vooruitgang in de regio. The Hague Academy for Local Governance (vanaf nu genoemd The Hague Academy) is een internationale school die ambtenaren uit de MENA-regio ondersteunt om de modernisering van lokaal bestuur, sociale zaken en werkgelegenheid in hun thuisland te leiden en te inspireren. Door middel van training- en opleidingsprogramma’s probeert The Hague Academy kennis en vaardigheden te ontwikkelen die nodig zijn om lokaal bestuur en decentralisatie te verbeteren in ontwikkelende en post-conflict samenlevingen.
The Hague Academy kwam met het idee om alle strubbelingen en uitdagingen van de participanten, van de training, in beeld te brengen door middel van een illustratie. Met trots heb ik hier aan bijgedragen. De uiteindelijke illustratie is mede geïnspireerd door de onderlinge gesprekken en discussies van de participanten.

In the Netherlands it is sometimes very difficult to implement new policy, such as extra money for healthcare and education. The budget is limited and the large web of regulations does not make it easy to implement major changes.
Now imagine that you are also dealing with political instability, poverty, war, high inflation, inequality, high unemployment and also the pandemic. Many countries in the MENA region (Middle East and North Africa) regularly experience one or more of these conditions. Obstacles that ensure that different authorities and target groups do not find each other, that the money does not reach the right destination or that there is simply no money or work.
Knowing how to deal with these impediments improves interaction and cooperation with the local government and ensures progress in the region. The Hague Academy for Local Governance (from now on called The Hague Academy) is an international school that supports civil servants from the MENA region to lead and inspire the modernization of local governance, social affairs and employment in their home countries.
Through training and education programs, The Hague Academy aims to develop knowledge and skills needed to improve local governance and decentralization in developing and post-conflict societies. Commissioned by The Hague Academy, I made an illustration to visualize the training ‘Shiraka Social Affairs and Employment 2021’. For the assignment, they asked me to follow the online forum and read the comments so that I could visualize and illustrate it. The final illustration depicts the struggles and challenges that the participants deal with in the first part of the training.
